The structure and contents of education system in the territory are determined both by the all-Russian tendencies and by the regional peculiarities of Kuban. Here the federal and regional system of education able to efficiently solve the problems of continuous educational process was set up within the past ten years.
1475 children’s institutions, attended by more than 143.2 thousand children, function in the field of preschool education of Krasnodar Territory. The general educational institutions — schools, gymnasia and lyceums — number 1417, there are educated more than 656 thousand children and about 47 thousand teachers give instruction.
The administration of Krasnodar Territory placed particular emphasis on availability of all education levels, on the issues of greater social orientation of the general education system through providing conditions to arrange the full-value nutrition of schoolchildren; on development of physical culture and sports at schools; on application of health-saving educational technologies and target social support of the orphaned children and children left without parental care.
In Kuban the network of 69 vocational schools and lyceums, where 33.8 thousand persons study for 82 working professions. The number of institutions of the secondary professional education (inclusive the branches) climbed to 140. As this takes place, more than 82 thousand students study there in 119 specialties. The study process is provided by almost 7 thousand instructors, of which on 354 the degrees were conferred and 313 have the academic ranks.
In Krasnodar Territory also the institutions of higher professional education grew in number (up to 127): currently there more than 131 students study. At 13 state higher education establishments and 56 branches of the state higher education establishments more than 100 thousand students receive education, and at 21 nonstate institutions of higher education (18 of which secured public accreditation) and 37 branches studying students number about 31 thousand. The absolute majority of the students receive higher education in accordance with the state educational standards.
The higher education establishments and their branches are disposed in 27 towns and districts of the Territory. Upon this 58% students study on contractual basis and 42% — respectively at the cost of state budget. Thus, more than 55 thousand persons receive higher education free of charge. The education is provided in 256 specialties and trends of training. Mostly popular are still the specialties of economic and legal profile. Along with it the new specialties, call for by economy of the region, are introduced at the higher education establishments. The gratifying feeling is borne by the fact of competition growth on entering the engineering and technological specialties.
The leaders in the system of higher professional education in Kuban are universities and university complexes forming on their basis.
The high level of fundamental scientific knowledge is specific for the graduates of the Kuban State University that is under the direction of V. A. Babeshko, member of the Russian Academy of Sciences. The dynamic development is displayed by the Kuban State Technological University, at which the up-to-date training is effected in 65 specialties called for by the Territory; rector of the Kuban State Technological University is Professor A. A. Petrik. The largest agricultural higher education establishment of Europe is the Kuban State Agricultural University, administered by academician I. T. Trubilin. The tuition is performed there both in agricultural and in other specialties, having application in agricultural sector of the Territory.
Among the leading higher education establishments of Krasnodar Territory are Sochi University of Tourism and Resort Business and Kuban University of Culture and Arts.
The important part in training specialists for social sphere of the Territory is played by the Kuban State Medical Academy and the Kuban State Academy of Physical Culture (the latter gained the status of the University in August of 2003), Armavir State Teachers’ Training Institute and Slaviansk-na-Kubani State Teachers’ Training Institute opened in 2002.
65% of all research work carried out in the interests of the Territory falls to the share of state and nonstate higher education establishments, their scientific centers and subdivisions, industrial parks, small-scale scientific and innovation enterprises.
The intellectual potential of the higher school in Kuban is treated with consideration. The administration is active in employment of the higher education establishments as the state resource of transformations and development of the region. It is evidenced by the steady increase in financial backing of science from year to year from the Territory budget and by the large work for attraction of means from the state and nonstate funds and by the growing number of scientific competitions.
Within the framework of academy and faculty science 130 scientific organizations of the Territory, inclusive 28 scientific and research institutes, 15 higher education establishments, are currently engaged in scientific and technical developments. The workers occupied in the sphere of science are more than 15 thousand strong, among which 600 have a doctor’s degree and 6 thousand have candidate’s degree.
In the region the network of scientific and research institutes is operative. The results of their work are used not only in Krasnodar Territory and nationwide, but in other countries too. By and large, the scientific work is underway in the Territory in 17 industries with the basic trends as follows: manufacture and processing of agricultural products, fuel base and power engineering, ecology and resources saving activities, tourist and recreation complex, marine technologies, technologies of alive systems and high technologies.
The scientific activity in Kuban falls within the highly remunerative domains and brings a considerable income.
Beginning from 1999 the competitions are held in Krasnodar Territory for the bonus of the Territory administration in the field of science among the scientific and research, as well as research-and-development organizations.
The backbone structure of Krasnodar Territory and the South of Russia innovation complex is the innovation and technological centre «Kuban-Yug» founded in the form of noncommercial partnership comprising 23 leading general education and scientific institutions, industrial enterprises, insurance and law companies of the Territory. The catalogue of scientific organizations’ innovation projects for completed developments was compiled. In 2001—2002 the participants of the centre won 20 gold, 6 silver and 6 bronze medals at the international exhibitions of innovations and investments (Brussels, Paris, Moscow, Saint Petersburg). The part of innovation projects has been implemented in the Territory with the volume of investments from the federal sources to total over 40 million rubles.
